Meeting on updating the implementation progress of the project on “Developing the Hanoi University of Pharmacy to meet regional standard" (referred to as VNM 44 project), period 2014-2023 at People's Committee of Bac Ninh Province

On the afternoon of March 18, 2021, receiving the invitation of the leaders of People's Committee of Bac Ninh Province, the delegation of Hanoi University of Pharmacy led by Prof. Dr. Nguyen Thanh Binh, Secretary of the Party Committee, President of the University Council, Director of the project, and Assoc. Dr. Dinh Thi Thanh Hai-Vice Rector Responsible and Executive, MSc. Pham Van Quyen - Vice Rector, along with members of VNM 44 PMU and Coninco Consultants - Construction Component attended the meeting on “Construction investment plan for Hanoi University of Pharmacy project at Bac Ninh City” which was held at the People's Committee of Bac Ninh Province.
The meeting was chaired by Mr. Vuong Quoc Tuan - alternate member of the Party central committee, standing vice chairman of People's Committee of Bac Ninh Province and the leaders-representatives of Department of Natural Resources and Environment, Department of Construction, Department of Foreign Economic Relations and related units of People's Committee of Bac Ninh city.

University of Pharmacy, Prof. Dr. Nguyen Thanh Binh expressed his deep thanks from
University to the drastic direction and support of the leaders of Bac Ninh
province, the People's Committee of Bac Ninh City, departments and all the citizen
of Bac Ninh province in the file of site clearance and compensation, especially
households whose land area is cleared and compensated under VNM 44 project. As
of December 2014, Hanoi University of Pharmacy was handed over the first phase
with a total of 205,678 m2 of land located at A and B area of Vo Cuong commune,
Bac Ninh city.
In addition, the delegation also reported an overview
of the progress and results of the implementation from the preparation stage of
project up to now, on the objective and subjective reasons for the slow
implementation progress, and the proposal to the People's Committee of Bac Ninh province to consider and support the University in solving some
outstanding activities of site clearance & compensation (moving about 200
owned and derelict graves of B Zone; relocation of 35 kV electrical line;
reimbursement of the system of canals and inland roads; and completion of a
feeder road connecting A Zone and B Zone). The university also commits and
demonstrates its determination to accelerate the selection of international
contractor of the international general contractor package "Construction, installation,
procurement and installation of equipment" to promote the progress of
project construction.
After listening to the progress report of Hanoi University of Pharmacy and opinions of Bac Ninh city People's Committee and related departments, standing vice chairman of Bac Ninh provincial People's Committee Vuong Quoc Tuan affirmed that the construction of universities as well as education and medical units are always prioritized by Bac Ninh province to improve the quality of education and people's lives.
In order to properly implement the project according
to the Decision No 802/2019 / QD-Ttg approval by Prime Minister, Decision No.
4263/2012 and Decision No 4216/2019 of the Ministry of Health, Bac Ninh provincial
people's committee will soon send an official dispatch to the Ministry of
Health and Hanoi University of Pharmacy, requesting: (i) Early consolidation of the Project Steering
Committee; (ii) Focus on implementing the project in the third quarter of 2021.
Regarding the proposals of the Hanoi University of Pharmacy on site clearance & compensation, Bac Ninh provincial People's Committee proposed Bac Ninh City People's Committee: (i) coordinate with related parties to revise the site clearance & compensation plan according to the current regulations, which enables Hanoi University of Pharmacy to submit a finished plan to the Ministry of Health for approval and coordination in implementation; (ii) coordinate with department of Bac Ninh Electricity to plan the relocation of 35 kV electrical line to ensure empty land handover when the project deploys; (iii) Send official documents to the Bac Ninh provincial People's Committee to request specialized agencies to advise on funding sources for the relocation of graves in the project, to ensure compliance with the law.
The meeting ended in a consensus and commitment to speed up the progress of the parties involved.
